It’s not safe to work on live electrical equipment. It is only necessary to work live if it is unreasonable for the work to be done dead.
Work on live electrical equipment is not allowed unless there are exceptions under the Work Health and Safety Regulations. Significant electrical risks are eliminated by working de-energised.
Chapter 1 is called the 100 series and contains four articles. The articles deal with electrical equipment when covers are removed.

The electrical code is national. The National Electrical Code is a standard for the safe installation of electrical wiring and equipment in the US. The National Fire Protection Association is a private trade association.
The 2020 NEC with State Amendments is currently in the process of being adopted by the Building Code Council. State Amendments will be adopted by the NEC.
The most complete set of electrical Code requirements that govern electrical installations is approved by the American National Standards Institute. Doing business in the electrical industry requires knowing the NEC.
The National Fire Protection Association (NFPA) published the National Electrical Code. The Minnesota Board of Electricity adopted the NEC on July 1st.
