Pierre L’Enfant.
When the federal government decided it needed a new capitol, Pierre L’Enfant, a French-American engineer and cityplanner, laid out Washington’s core. L’Enfant was appointed by George Washington to plan an ambitious new seat of government.
Most of the city’s streets are in a grid pattern with east and west streets named with letters and north and south streets with numbers. The streets in Washington are named after states.
Washington DC is located in the north-eastern part of the US. Washington D.C. is located on the northern edge of the Potomac River.
Washington, DC is divided into four sections or quadrants: Northwest, Northeast, Southwest and Southeast. The U.S. Capitol Building is part of the four quadrants.

The streets of the capital of the United States follow a distinctive layout. The district government owns and maintains 2,240 km of public roads in the city.
Congress passed a law in the late 19th century requiring future subdivisions built outside of the City of Washington and Georgetown to conform to the general plan of the city. The law allowed existing streets to remain despite the wishes of the District of Columbia Commissioners.
Washington and Georgetown began installing an underground cable system after law passed. Their 7th Street line became a cable car line in 1890. The rest of the system switched to cable. The track was extended to Park Road NW in 1892.
Between 1987 and 1997 the road network only grew by less than 2% a year. Road widening is the majority of the expansion.
